The President in his State Of The Nation Address delivered yesterday, 4th April 2019 at Parliament called upon the Senate and the National Assembly to fast-track the mediation of the Land Value Index Laws (Amendment) Bill, and the Physical Planning Bill to facilitate the implementation of the Government’s programmes under the Big Four Agenda.
The Land Value Index Laws (Amendment) Bill is intended to amend the Land Act, the Land Registration Act and the Prevention, Protection and Assistance of Internally Displaced Persons and Affected Communities Act; to provide for the assessment of land value index in respect of compulsory acquisition of land; and for connected purposes. This Act is particularly important in this period of large scale land acquisitions for investments happening on community land.
The President also urged the two Houses to enact the Irrigation Bill, and the Kenya Roads Bill, and lauded Parliament for their role in the enactment of 22 bills into Acts of Parliament within the period under review.
